我叫**,今年**歲,大專學(xué)歷。今天,我競(jìng)聘的崗位是綜合辦公室文秘一職。

今天我懷著一種不平靜的心情,登上了這個(gè)特殊的舞臺(tái)。首先感謝組織、領(lǐng)導(dǎo)給我提供了一次難得的學(xué)習(xí)鍛煉和參與競(jìng)爭(zhēng)的機(jī)會(huì),我將以良好的心態(tài),積極參與秘書職務(wù)的競(jìng)爭(zhēng),勇于接受挑戰(zhàn)。

在我看來(lái),秘書工作若簡(jiǎn)單概括起來(lái)就12個(gè)字:組織協(xié)調(diào)、寫好材料、處理公文。當(dāng)然這12個(gè)字說(shuō)起來(lái)容易,做起來(lái)也不簡(jiǎn)單,想做好就更不簡(jiǎn)單。根據(jù)本職位的性質(zhì)和職能要求,我覺(jué)得自身具有一定的優(yōu)勢(shì),愿意競(jìng)爭(zhēng)這個(gè)崗位,主要理由是:

首先,我熱愛(ài)這項(xiàng)工作。雖然這項(xiàng)工作繁雜,巨細(xì)無(wú)遺,默默無(wú)聞,付出很多卻難以看出成績(jī)和成效,但我有充分的思想準(zhǔn)備,有投身這項(xiàng)工作的良好愿望和熱情。

其次,我深知光有愿望和熱情是遠(yuǎn)遠(yuǎn)不夠的,還要有一定的業(yè)務(wù)能力。在大學(xué)期間,我一直在團(tuán)委宣傳部工作,這培養(yǎng)了我良好的組織協(xié)調(diào)能力,我還選修了經(jīng)濟(jì)學(xué)和企業(yè)戰(zhàn)略管理之類的學(xué)科來(lái)彌補(bǔ)自己學(xué)工科的不足,參加工作后多次在廠簡(jiǎn)報(bào)發(fā)表文章,通過(guò)這些提高了我語(yǔ)言表達(dá)和文字能力,為我競(jìng)爭(zhēng)秘書崗位奠定了基礎(chǔ)。而且,我的敬業(yè)精神比較強(qiáng),工作認(rèn)真負(fù)責(zé),勤勤懇懇,任勞任怨,干一行,愛(ài)一行,鉆一行。思想比較活躍,接受新事物快,愛(ài)學(xué)習(xí),愛(ài)思考,工作中能發(fā)揮主觀能動(dòng)性,開(kāi)拓工作新局面。工作中我注重穩(wěn)妥的辦事作風(fēng),處事嚴(yán)謹(jǐn),信奉誠(chéng)實(shí)守信、正派的做人宗旨,能夠于人團(tuán)結(jié)共事。

獎(jiǎng)懲制度,就是在企業(yè)運(yùn)作中對(duì)員工進(jìn)行有目的的獎(jiǎng)勵(lì)和懲罰的制度。在企業(yè)運(yùn)作中,要提升員工的工作積極性和效率,就必須要建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲制度。

一、建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制的必要性

(1)建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制是增強(qiáng)專業(yè)技術(shù)人員工作主動(dòng)性和創(chuàng)造性的必然要求。由于考核不嚴(yán)密,獎(jiǎng)懲不合理,造成了專業(yè)技術(shù)人員“干與不干一個(gè)樣,干好干壞一個(gè)樣”的心理預(yù)期,必然造成工作質(zhì)量和效率的低下。(2)建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制是轉(zhuǎn)變工作作風(fēng)的重要手段。古人云:不患寡而患不均。由于考核不到位,獎(jiǎng)懲不均衡,抑制了專業(yè)技術(shù)人員的工作積極性。推行科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制后,各個(gè)工作崗位人員工作不深入,行為不作為,通過(guò)考核都能反映出來(lái),還要受到經(jīng)濟(jì)處罰。這就促使大家必須深入下去,真抓實(shí)干,扎實(shí)工作,優(yōu)質(zhì)服務(wù),進(jìn)一步提高了工作質(zhì)量和效率。(3)建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制是提高工作質(zhì)量和效率的根本保證。通過(guò)推行科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制,專業(yè)技術(shù)人員的整體素質(zhì)提高了,工作的主動(dòng)性和創(chuàng)造性就增強(qiáng)了。

二、如何建立科學(xué)嚴(yán)密的考核獎(jiǎng)懲機(jī)制

(1)科學(xué)設(shè)崗,定崗定責(zé)。將日常工作中經(jīng)常發(fā)生的、有規(guī)律性的、相對(duì)固定的工作,有計(jì)劃地分解到每一個(gè)人、每個(gè)工作日。使每個(gè)人都明確,自己每天的工作任務(wù)是什么,工作標(biāo)準(zhǔn)是什么,著力解決有人沒(méi)事干和有事沒(méi)人干、工作盲目無(wú)序等問(wèn)題,同時(shí)為考核監(jiān)督和責(zé)任追究提供依據(jù)。(2)要制訂科學(xué)嚴(yán)密的考核獎(jiǎng)懲辦法。工欲善其事,必先利其器。在制訂考核獎(jiǎng)懲辦法時(shí)一定要細(xì)化、量化每一崗位的具體考核項(xiàng)目、考核內(nèi)容、考核要求及相應(yīng)的責(zé)任,使每一項(xiàng)工作都有切實(shí)可行的考核標(biāo)準(zhǔn),以促進(jìn)考核工作的科學(xué)性和可操作性。要合理設(shè)置崗位系數(shù)。在實(shí)際工作中,各個(gè)崗位的工作性質(zhì)、工作量大小、難易程度、風(fēng)險(xiǎn)度高低以及崗位所需綜合素質(zhì)是不同的,為了保證考核獎(jiǎng)懲的公平性,體現(xiàn)“能者多勞”、“勞者多酬”的原則。(3)實(shí)行公開(kāi)競(jìng)崗,雙向選擇。目前,國(guó)有企業(yè)受專業(yè)性、技術(shù)性等各方面因素影響,絕大多數(shù)崗位不可能自由分配、自主選擇。普遍存在的一個(gè)問(wèn)題是崗位不同,工作有輕重,但在獎(jiǎng)金的分配上,沒(méi)有嚴(yán)格按照崗位輕重來(lái)分配,而是大致同類的崗位獎(jiǎng)金基本一樣。這就造成了部分工作難度、工作強(qiáng)度、工作量大的專業(yè)技術(shù)崗位人員難免有“情緒”,影響了員工對(duì)企業(yè)的忠誠(chéng)度。部分條件許可的崗位可實(shí)行公開(kāi)競(jìng)崗,雙向選擇。對(duì)競(jìng)聘工作崗位明確職數(shù)、明確崗位要求、崗位目標(biāo)、任職素質(zhì)條件等內(nèi)容,實(shí)行個(gè)人報(bào)名、組織審查、綜合考試、公開(kāi)競(jìng)職演說(shuō)、群眾評(píng)議、黨組研究決定、任職公示等公開(kāi)、透明的競(jìng)崗程序。通過(guò)競(jìng)崗,努力把最合適的人員選拔到最合適的崗位上去。(4)要嚴(yán)格組織考核,確保考核的真實(shí)性。再好的考核辦法,不認(rèn)真落實(shí),考核的結(jié)果不真實(shí)就等于白紙一張。一是要制定并填寫考核文書,建立考核檔案,公開(kāi)考核結(jié)果,下發(fā)考核通報(bào),并依據(jù)考核分?jǐn)?shù)和崗位系數(shù)核算獎(jiǎng)金數(shù)額,發(fā)放到人。這三個(gè)環(huán)節(jié)相互結(jié)合,環(huán)環(huán)相扣,以保證考核的嚴(yán)密性。二是領(lǐng)導(dǎo)班子成員要建立獨(dú)立的考核組織,保證考核的連續(xù)性。這個(gè)專門的考核組織,可掛靠在監(jiān)察室,由一名班子成員任考核辦公室主任,監(jiān)察室主任任副主任。并且選擇政治素質(zhì)高、業(yè)務(wù)水平過(guò)硬,敢于堅(jiān)持原則、不徇私情的同志為成員,把考核班子搞得堅(jiān)強(qiáng)過(guò)硬。三是要強(qiáng)化對(duì)考核者的監(jiān)督考核,保證考核的真實(shí)性??己说恼鎸?shí)性有賴于考核人的公正性??己苏咭訌?qiáng)責(zé)任感和壓力感,開(kāi)展好考核工作,保證考核的真實(shí)性。

Inourfreesociety,peoplehavetherighttochoosehowtheylivetheirlives.Andinafreesociety,decisionsaboutsuchafundamentalsocialinstitutionasmarriageshouldbemadebythepeople--notbythecourts.TheAmericanpeoplehavespokenclearlyonthisissue,boththroughtheirrepresentativesandattheballotbox.In1996,CongressapprovedtheDefenseofMarriageActbyoverwhelmingbipartisanmajoritiesinboththeHouseandSenate,andPresidentClintonsigneditintolaw.Andsincethen,votersin19stateshaveapprovedamendmentstotheirstateconstitutionsthatprotectthetraditionaldefinitionofmarriage.Andtoday,45ofthe50stateshaveeitherastateconstitutionalamendmentorstatutedefiningmarriageastheunionofamanandawoman.Theseamendmentsandlawsexpressabroadconsensusinourcountryforprotectingtheinstitutionofmarriage.

Unfortunately,activistjudgesandsomelocalofficialshavemadeanaggressiveattempttoredefinemarriageinrecentyears.Since2004,statecourtsinWashington,California,Maryland,andNewYorkhaveoverturnedlawsprotectingmarriageinthosestates.AndinNebraska,afederaljudgeoverturnedastateconstitutionalamendmentbanningsame-sexmarriage.

值得注意的是,安徽省委總值班室改變了由單一紙介質(zhì)報(bào)送的傳統(tǒng)做法,對(duì)一些非緊急信息通過(guò)網(wǎng)絡(luò)、短信、電話等多種方式及時(shí)報(bào)送,進(jìn)一步拓寬信息報(bào)送途徑。

烏龍事件

《秘書工作》還刊登過(guò)一個(gè)省委總值班室出現(xiàn)烏龍事件的故事,來(lái)自當(dāng)事人的撰文回憶。

那天下午兩點(diǎn),省委總值班室的工作人員A收到省委副書記的一個(gè)批件,內(nèi)容是第二天一場(chǎng)重要外事活動(dòng)的演講稿。省委副書記批示,請(qǐng)辦公廳主任將此件報(bào)省委主要領(lǐng)導(dǎo)及各常委同志審示。這時(shí),省委副書記秘書來(lái)電,強(qiáng)調(diào)這是個(gè)特急件,傳批越快越好。工作人員A便將文件裝進(jìn)信封,請(qǐng)通訊員即送辦公廳主任。

過(guò)了一會(huì)兒,辦公廳主任把文件退回,并打來(lái)電話,要求按照慣例將批示內(nèi)容改寫為一個(gè)便函,附在演講稿上分送省委各位常委。工作人員A迅速調(diào)出模板,修改打印便函,復(fù)印演講稿,清點(diǎn)頁(yè)碼,把便函別在演講稿復(fù)印件上,裝好信封,請(qǐng)通訊員以最快速度送各省委常委。這是下午3點(diǎn)鐘的事情。

十分鐘過(guò)后,電話響起,一位省委常委的秘書問(wèn),為什么便簽抬頭是他服務(wù)的這位省委常委,里面寫的卻是請(qǐng)呈另一位常委審閱?

便簽基本格式如下――

A領(lǐng)導(dǎo)同志處:

遵B領(lǐng)導(dǎo)囑,現(xiàn)將此件送上,請(qǐng)呈A領(lǐng)導(dǎo)審閱,并請(qǐng)于某月某日某時(shí)前退省委值班室。

A嚇出一身汗,原來(lái),在模板上修改便簽時(shí),由于過(guò)于著急,沒(méi)注意到文中也有領(lǐng)導(dǎo)名字,只修改了抬頭,文中卻沒(méi)有修改。A馬上向帶班的副主任作了匯報(bào)。副主任了解情況后,與A一起分析,感覺(jué)目前絕大多數(shù)文件在路上,送到的也還在秘書手中,所以要把這些文件追回來(lái)。副主任分配任務(wù),有人負(fù)責(zé)分頭給秘書打電話,請(qǐng)秘書收到文件后不要送給領(lǐng)導(dǎo);有人打印正確的便函。之后安排了一個(gè)專車,由A負(fù)責(zé)到各省委常委處,換便函,并作必要的解釋。

出發(fā)20分鐘后,所有便函都更換了,秘書也都很理解,沒(méi)有一位領(lǐng)導(dǎo)本人看到了錯(cuò)誤的便函。雖然送閱時(shí)間晚了不到一個(gè)小時(shí),但文件還是按時(shí)傳批完畢了。

身在總值班室

再來(lái)舉幾個(gè)例子。

經(jīng)歷汶川特大地震后,四川成立省委值班室,歸口管理全省應(yīng)急突發(fā)信息工作。2013年“4?20”蘆山強(qiáng)烈地震發(fā)生后,應(yīng)急信息在震后10分鐘內(nèi)編報(bào)完成,15分鐘送達(dá)省委領(lǐng)導(dǎo),省委立即啟動(dòng)預(yù)案,主要負(fù)責(zé)同志在震后20分鐘即出發(fā)趕赴震區(qū)。

2006年12月31日中午12時(shí)30分,福建省委辦公廳大樓內(nèi)一片寂靜。突然,總值班室電話鈴聲響起。打來(lái)電話的是一名山東省濟(jì)寧市運(yùn)輸個(gè)體戶,他運(yùn)貨途經(jīng)福建省某地,發(fā)現(xiàn)當(dāng)?shù)財(cái)?shù)百名群眾因不滿附近工廠的污染問(wèn)題而堵塞交通,希望政府出面疏通道路。

值班員立即多方聯(lián)絡(luò)并連續(xù)數(shù)日緊抓不放,將“某地村民與企業(yè)環(huán)保糾紛情況”作為《值班專報(bào)》送省委領(lǐng)導(dǎo)。省委領(lǐng)導(dǎo)批示過(guò)問(wèn)此事,當(dāng)?shù)卣⒓磪f(xié)調(diào)、處理,促使糾紛得以較快平息。事后,華東環(huán)境保護(hù)督查中心派人員對(duì)污染情況進(jìn)行調(diào)查,當(dāng)?shù)卣疇款^制定礦區(qū)環(huán)境污染綜合整治方案,有的限期治理或驗(yàn)收,有的限期補(bǔ)辦環(huán)評(píng)及環(huán)保審批項(xiàng)目,有的安排異地搬遷。

值班室工作很不簡(jiǎn)單,工作量很大?!叭缬械臅r(shí)候,下面來(lái)各種各樣的電話,包括請(qǐng)示、匯報(bào)、聯(lián)系工作,矛盾的地方很多,有的情況也有出入,這就需要核實(shí),需要協(xié)調(diào)。再如,有事要找人、找領(lǐng)導(dǎo),別人找不到,通過(guò)值班室一下子就能找到,這中間也是一種服務(wù)協(xié)調(diào)?!?/p>

總裁辦秘書職責(zé)二

1.協(xié)助總裁制定公司中長(zhǎng)期的年度業(yè)務(wù)發(fā)展目標(biāo)及計(jì)劃,以及各階段的業(yè)務(wù)目標(biāo)分解工作實(shí)施與推進(jìn);跟蹤公司經(jīng)營(yíng)目標(biāo)達(dá)成情況,提供分析意見(jiàn)及改進(jìn)建議;

2.負(fù)責(zé)公司各部門月報(bào)的匯總及存檔,月報(bào)會(huì)議的召開(kāi),記錄會(huì)議紀(jì)要,問(wèn)題跟蹤與反饋;

3.協(xié)助總裁對(duì)公司業(yè)務(wù)部門間的日常工作關(guān)系以及事務(wù)處理;

4.配合總裁處理外部機(jī)關(guān)或客戶等的公共關(guān)系;

5.撰寫和跟進(jìn)落實(shí)公司總裁會(huì)議、專題研討會(huì)議等公司會(huì)議紀(jì)要;

6.負(fù)責(zé)起草公司各階段的工作總結(jié)報(bào)告,以及公司大事跡的存檔;

7.負(fù)責(zé)總裁費(fèi)用預(yù)算,以及行程安排、通知等相關(guān)事宜的辦理;

8.完成臨時(shí)安排或突發(fā)性的工作。

總裁辦秘書職責(zé)三

1做好總裁辦公室值班工作;電話接聽(tīng)、文件、信件、傳真的收發(fā)與處理;

2做好總裁辦交辦文件的打印、復(fù)印工作;

3做好復(fù)印機(jī)的維護(hù)與管理;

4協(xié)助匯總集團(tuán)年度綜合性資料,草擬公司年度總結(jié)、工作計(jì)劃等綜合性文稿;

5協(xié)助召集集團(tuán)有關(guān)會(huì)議,編寫會(huì)議紀(jì)要,做好會(huì)議的準(zhǔn)備及服務(wù)工作;
